報關是指進出口貨物裝船出運前，向海關申報的手續。

按照我國海關法規定: 凡是進出國境的貨物，必須經由設有海關的港口、車站、國際航空站，並由貨物所有人向海關申報，經過海關放行後，貨物才可提取或者裝船出口。

報關涉及的對象可分為進出境的運輸工具和貨物、物品兩大類。由於性質不同，其報關程序各異。

運輸工具如船舶、飛機等通常應由船長、機長簽署到達、離境報關單，交驗載貨清單、空運、海運單等單證向海關申報，作為海關對裝卸貨物和上下旅客實施監管的依據。

而貨物和物品則應由其收發貨人或其代理人，按照貨物的貿易性質或物品的類別，填寫報關單，並隨附有關的法定單證及商業和運輸單證報關。

清關（Customs Clearance）是一個經濟學術語，拼音是qīng guān。即結關，是指進出口或轉運貨物出入一國關境時，依照各項法律法規和規定應當履行的手續。

清關只有在履行各項義務，辦理海關申報、查驗、征稅、放行等手續後，貨物才能放行，貨主或申報人才能提貨。

同樣，載運進出口貨物的各種運輸工具進出境或轉運，也均需向海關申報，辦理海關手續，得到海關的許可。

貨物在結關期間，不論是進口、出口或轉運，都是處在海關監管之下，不準自由流通。

如屬於保稅貨物，應按「保稅貨物」方式進行申報，海關對應辦事項及監管辦法與其他貿易方式的貨物有所區別。

對於進口貨物來說，目前國家海關認可的除臨時入境之外還有兩種方式：一種是一般貿易報關進口，另一種就是以快件的方式進口，就這兩種進口形式來說，都具有各自的優勢。
