The US government and BP proclaimed a turning point in the battle to combat the Gulf of Mexico oil spill on Wednesday, with the UK oil company claiming it had reached a 「significant milestone」 in its efforts to seal the well.
BP announced its latest attempt to plug the leak had been a success, while a new government report said that three-quarters of the spilt oil had disappeared.
「The long battle to stop the leak and contain the oil is close to coming to an end,」 said president Barack Obama. 「Our recovery efforts, though, will continue. We have to reverse the damage that's been done. We will continue to work to hold polluters accountable for the destruction they've caused,」 he added, keeping up the pressure on BP more than 100 days after the accident in April which killed 11.
In a new study, led by the National Oceanic and Atmospheric Administration (NOAA), the government said that most of the 4.9m barrels of oil that had spilt from the Macondo well was no longer in the water. About one-third of the spilt oil had been burnt, skimmed or dispersed, either naturally or with chemicals, while a quarter of it had evaporated or dissolved and just under a fifth had been captured directly from the well, the report found.
「The vast majority of the oil has either been cleaned, skimmed, contained,」 Carol Browner, the president's top energy adviser, told ABC on Wednesday.
About a quarter was still in the water but it appeared to be degrading quickly, thanks to sun, waves and currents, combined with microbes eating small globules of oil. But the quantity of oil still in the gulf or on the shore is still nearly five times the amount spilt ring the 1989 Exxon Valdez disaster in Alaska.
The administration heralded the report, combined with the news that BP's 「static kill」 of the well had succeeded, as an 「important turning point」.
BP had earlier announced that its attempts to seal the well with drilling mud from the top had succeeded. The company must now decide whether to cement the well from the top. It will still cement it from the bottom through a relief well.

Shanghai tweaks child rules
Eligible couples in the city are for the first time being encouraged to have a second child, as authorities make an effort to tackle the burden of an aging population.
Family planning officials and volunteers will make home visits and slip leaflets under doorways to encourage couples to have a second child if both grew up as only children. Emotional and financial counseling will also be provided, officials said.
"We advocate eligible couples to have two kids because it can help rece the proportion of the aging people and alleviate a workforce shortage in the future," said Xie Lingli, director of the Shanghai Population and Family Planning Commission.
34%。 Shanghai, the country's most populous city, has more than 3 million registered residents aged 60 and above, nearly 22 percent of the population. By 2020, the proportion is expected to rise to about 34 percent.
The country's family planning policy has been relaxed in recent years, allowing couples who are the only children in their families to have a second child.
"The rising number of aging people will put pressure on the younger generation and society. We need to find ways to solve the problem, but it doesn't mean the country's family planning policy will be reversed," Xie stressed.
One salesman was cheered by the new attitude in Shanghai.
"I'm not sure, but such policy really gives us one more option. If family finance permits, I want to have two kids with my wife in the future," said 25-year-old Xiao Wang, who works at a local company. He and his girlfriend are both single children in their families.
However, not all residents are so keen on the idea.
"I don't think we will have a second kid," said 26-year-old Xiao Chen, an office worker. "After all, it is stressful work raising a child."
